虽然Java早就有用来构建设计良好的、基于MVC的Web应用程序的框架，但是它们通常并不是最易于使用的。它们常常需要许多XML文件编辑操作，且生成许多类似的小Java类。为此，WebLogic Workshop 8.1引入了Page Flows的概念——一个Java注释模型，构建于一流的开源框架Struts之上。
